The security environment in eastern Democratic Republic of the Congo remained critical. On the military front, clashes involving AFC/M23, government forces, and local militias continued, notably around South Kivu's Minembwe axis. On the diplomatic front, peace talks held in Switzerland (August 17–21) yielded a major structural breakthrough: both the DRC government and AFC/M23 agreed to a joint roadmap defining sequenced negotiation steps under the Doha Framework Agreement and establishing a standardized ceasefire violation reporting mechanism. Concurrently, severe humanitarian challenges persist, complicated by border access restrictions and the ongoing Ebola outbreak, requiring continued aid coordination via Entebbe and local lake corridors.
