The DRC experienced continued critical security and humanitarian conditions from 18–28 September 2026. Armed clashes and attacks on villages persisted across eastern DRC, driving ongoing displacement in North and South Kivu with minimal returns and severe access constraints. A ceasefire verification mechanism was deployed to Minembwe with MONUSCO support on 17 September, while the DRC government demanded that the ICJ compel Rwanda to end activities in eastern DRC and pay reparations. The period was marked by the deaths of 17 people, including two senior generals, in a Congolese army plane crash in Kenge, Kwango province, on 25 September. The Ebola outbreak continued to expand, reaching 8,067 cases and 3,901 deaths across 63 health zones in seven provinces by 28 September. Diplomatically, Belgium and Rwanda resumed relations on 22 September, and UNHCR facilitated DRC-Rwanda tripartite talks on refugee returns.
